About
Kawun Kakar occupies a singular position in the Afghan American professional community: a U.S.-trained attorney who built one of Afghanistan's most respected legal institutions from the ground up, served at the highest levels of government, and has spent more than two decades advancing the rule of law in one of the world's most complex legal environments. His career bridges continents and institutions, from the halls of the Afghan Presidential Palace to corporate boardrooms in the Middle East to international arbitration proceedings, and his expertise has earned recognition from the world's most authoritative legal ranking bodies. As a Founding Board Member of the Afghan American Professional Network, he brings to the organization a depth of legal leadership and institutional knowledge that is truly without parallel.
Building Afghanistan's Premier International Law Firm
Since founding Kakar Advocates LLC in 2013, Kawun has built the firm into a full-service, international-standard legal practice recognized as the leading law firm in Afghanistan. Operating across Kabul and serving clients throughout the region and globally, Kakar Advocates advises international enterprises, multinational corporations, financial institutions, and development organizations on the full spectrum of commercial and regulatory legal matters, from mergers and acquisitions and international financing facilities to mining law, corporate governance, and public procurement. The firm has been continuously operational through some of Afghanistan's most turbulent periods, a testament to the resilience and integrity of the institution Kawun has built.
Ranked Band 1 by Chambers and Partners for Four Consecutive Years
Kawun's professional standing has been formally recognized by the world's most respected legal directory. He holds a Band 1 ranking in Afghanistan from Chambers and Partners' Asia-Pacific guide, the highest possible designation, earned for four consecutive years. Chambers describes him as a lawyer with "strong experience across a range of contentious and non-contentious matters," and clients have lauded him as "a very talented lawyer who is patient and has enough strength to argue legal issues and convince other parties." He is also recognized as a Leading Individual in Afghanistan by The Legal 500, cementing his standing at the very top of his profession. These rankings are not self-reported; they are the result of rigorous independent research and peer review.
Serving as a Senior Advisor in the Afghan Government
Before building his private practice, Kawun served in multiple senior roles within Afghanistan's government and justice sector. As Advisor to the President and Deputy Chief of Staff, and later as Senior Advisor to the Minister of Justice through a U.S. Department of State contract, he worked across every major legal and judicial institution in the country: the Ministry of Justice, the Attorney General's Office, the Supreme Court, Parliament, and the Cabinet. In these roles, he helped shepherd the passage of several significant laws and contributed to the development of regulatory frameworks for Public-Private Partnerships, Islamic Finance, Corporation Law, and Municipality Law, foundational legal architecture for a modernizing economy.
His appointment to the presidentially-appointed Electoral Reform Commission further reflects the trust placed in his judgment at the highest levels of Afghan governance. The Commission reviewed the Electoral Law and the performance of electoral bodies, making recommendations for reforms that would shape the integrity of Afghanistan's democratic processes.
Legal Counsel to a Global Conglomerate Spanning 40 Countries
As Legal Advisor and Director of Business Development for the Alokozay Group of Companies, a major international conglomerate with a presence in 40 countries across the Middle East, Central and South Asia, Eastern Europe, and Canada, Kawun demonstrated the breadth of his commercial and legal acumen on a genuinely global stage. He also served as Chairman of the Supervisory Board of Bank-e-Milli Afghan, Afghanistan's national commercial bank, where he ensured the institution's adherence to international banking best practices, the Banking Law, and the directives of the Central Bank of Afghanistan.
A Published Authority on Afghan Law
Kawun is not only a practitioner but a recognized authority whose expertise has been sought for authoritative international legal publications. He has contributed chapters to the Chambers Global Practice Guide on both Public Procurement and Government Contracts and Mining Law in Afghanistan, comprehensive reference works used by legal professionals and investors operating in the country. These publications, co-authored with colleagues from DLA Piper and other international firms, underscore his role as a trusted voice on Afghan legal and regulatory matters for the global legal community.
Education
Kawun holds a Juris Doctorate from the University of California, Hastings College of the Law (now UC College of the Law, San Francisco), where he focused on Constitutional Law, Comparative Law, Negotiations and Settlement, and Trial Advocacy.
