Over a 25-year career as a Foreign Service Officer, he rose to the most senior positions available to a diplomat in the U.S. government, advising a Vice President, directing policy at the National Security Council, serving as Chief of Staff to the Deputy Secretary of State, and representing U.S. interests across some of the most consequential foreign policy challenges of the 21st century. A 25-Year Career at the Center of American Foreign Policy
Mustafa served as a Foreign Service Officer at the U.S. Department of State for nearly 23 years, from 2003 to 2026, a career spanning multiple presidential administrations and some of the most consequential chapters in modern American foreign policy. His work centered on crisis management, national security, strategic planning, and foreign policy analysis, with deep regional expertise in the Middle East, South and Central Asia, and the Indo-Pacific, precisely the regions where American strategic interests have been most tested in recent decades.
Chief of Staff to the Deputy Secretary of State
Among the most senior staff positions in American diplomacy, Mustafa served as Chief of Staff to the Deputy Secretary of State from 2021 to 2023. In this role, he managed the office and priorities of one of the State Department's two most senior officials, coordinating policy across the Department's vast global portfolio and ensuring that the Deputy Secretary's engagement with foreign governments, interagency partners, and Congressional stakeholders translated into coherent diplomatic strategy. It is a role that demands both strategic clarity and operational precision, and one that places its holder at the very center of U.S. foreign policy decision-making.
Special Advisor to the Vice President
From 2015 to 2017, Mustafa served as Special Advisor to the Vice President of the United States at the White House, a position that placed him at the intersection of American domestic governance and global diplomacy. Advising the Vice President on matters of foreign policy and national security, he brought the perspective of a seasoned career diplomat to one of the most politically sensitive offices in the executive branch, working across the full range of issues that define American engagement with the world.
National Security Council Director
Earlier in his career, Mustafa served as an NSC Director at the White House, contributing to the National Security Council's interagency policy process during a period of intense strategic complexity. As a director on the NSC staff, he helped shape U.S. policy at the highest levels of government, coordinating across the State Department, Defense Department, intelligence community, and other agencies to develop the policy options and strategic recommendations that reach a President's desk.
Country Director at the Pentagon
Before joining the Foreign Service, Mustafa served as Country Director in the Office of the Secretary of Defense for Policy at the Pentagon from 2001 to 2003, years that encompassed the September 11 attacks and the launch of the U.S.-led campaign in Afghanistan. In this role, he was part of the defense policy apparatus navigating one of the most consequential moments in modern American history, with direct implications for the Afghan people and the broader region he would continue to work on throughout his career.
Now Shaping the Next Chapter in the Private Sector and Academia
In 2026, Mustafa transitioned from government service to become Chief Operating Officer of The Popal Group, bringing the operational rigor and strategic judgment of a career diplomat to the private sector. He also serves as an Adjunct Professor at Georgetown University, where he teaches the next generation of foreign policy professionals, a role that reflects his commitment to mentorship and the transmission of hard-won expertise to emerging leaders.
Education
Mustafa holds a Bachelor of Science in International Politics from Georgetown University and a Master's degree in Law and Diplomacy from The Fletcher School at Tufts University, among the most prestigious programs in international affairs in the United States. His academic formation at two of America's leading foreign policy institutions provided the foundation for a career that has genuinely shaped the course of American diplomacy.
